The framework agreement, agreed upon in September 2006 between PRO DV Software AG and the federal government, is beginning to bear fruit. The Hanseatic city-state Hamburg has recently become the first federal state to accede to the agreement.A further important cornerstone has thereby been set, guaranteeing the continued development of the German civil protection management system deNIS IIplus and maintaining its goal of incorporating all of Germany’s states.
The Federal Ministry of the Interior has charged PRO DV with the configuration and implementation of the German federal emergency prevention information system, entitled deNIS IIplus. deNIS IIplus signifies the creation of an IT standard that provides comprehensive support to German civil protection and disaster management services. In September of 2006, PRO DV entered into a framework agreement with the federal government in order to facilitate and to simplify the connection to and the utilization of the emergency management system by state, municipal, and other users.
Among other things, this agreement governs: accessibility , competency, and fees for future users. Taking federal structures and each user’s exclusive data access into consideration, the goal of the agreement was primarily to ensure the rapid exchange of information, comprehensive administration between federal and state governments, and to improve the federal and state governments’ ability to complete the assessment of damages considerably.
The first successful application of the final version of the IT system took place during the 2006 World Cup. Positive response to the system’s performance has lead to a high level of visibility among administrators and municipalities. This has helped us in making significant progress toward reaching our goal: that state and federal governments utilize the system for the purpose of comprehensive, cross-border integration of all action force.
„We are very pleased with the State of Hamburg’s entry,“ declares Michael Günther, manager of PRO DV Software AG’s government division. “Danger prevention is as serious a challenge today as it ever was before and therefore it remains important to keep our focus on the integration of additional federal states, so that we can do justice to the demands placed upon civil protection and disaster management agencies in an international context and can optimally ensure security.” In order to cement this effort and in order to provide a location where the further development of deNIS IIplus can be worked on cooperatively, a „Competence Center“ will be established in Hamburg. Hamburg’s entry means that the first step is behind us, and that the long-term goal of expanding the networks existing between each of the states has come considerably closer.
