On November 11th 2007, the two-day LÜKEX 2007 – a nation-wide crisis management exercise with this year’s theme influenza pandemic – was successfully completed. The software solutions deNIS IIÜSA and deNIS IIplus significantly shared in the success. For the first time, the planning and controlling of LÜKEX 2007 was operated by the new exercise-controlling software deNIS IIÜSA.
As part of the deNIS II system family, deNIS IIÜSA (“ÜbungsSteuerung Allgemein” – Global ExerciseControlling) is based on the platform of the proven emergency-planning information system deNIS Ilplus, which was for LÜKEX 2007, the central IT system for the preparation, performance (= controlling), and finally for the evaluation of the exercise.
The single close-to-reality scenarios of all exercise-participating crisis teams could be planned and controlled during the exercise, and the activities of the exercising teams could be documented uniformly Germany-wide due to the programming of a so-called "script".
After an intensive preparation of several months, on November 7th and 8th nearly 3.000 participants from public and private health care areas, police and non-police civil protection offices, civil-military cooperation, and private companies/ organisations exercised Germany-wide an influenza pandemic crisis management. In detail, the leading parties were the German Federal Ministry of the Interior and the German Federal Ministry of Health, the Robert Koch Institute, further Federal Departments/ Authorities, seven German Federal States, the German Federal Armed Forces, the German Police, the German Fire Brigade, all aid agencies, the Deutsche Bank, the Dresdner Bank, the Tengelmann Group, and others. Particularly leading was the German Federal Office of Civil Protection and Disaster Assistance (BBK – Bundesamt für Bevölkerungsschutz und Katastrophenhilfe), as the central controller of the total exercise. The exercise had with over 100 foreign observers and a lively press response a very high status.
Over 400 "exercise controllers" (about 120 at the German Academy for Crisis Management, Emergency Planning, and Civil Protection – AKNZ, Akademie für Krisenmanagement, Notfallvorsorge und Zivilschutz – in Ahrweiler, Germany, and the others positioned Germany-wide) prepared, performed, commented, and evaluated the exercise with the support of deNIS IIÜSA. Additionally, PRO DV’s solution deNIS Ilplus supported the exercise itself at the Corporate Emergency Response and Monitoring Centre of the Federal Government and the Federal States (GMLZ, Gemeinsames Melde- und Lagezentrum des Bundes und der Länder) located in the BBK in Bonn, at all connected clients at the Federal Departments, Federal States, aid agencies, and above all at our customers’ offices of the Municipal Office of the Interior of the Free and Hanseatic City of Hamburg.
